Putin signs into law Duma mixed electoral system
Under the new law, the parties which pass the 5% election threshold (instead of the current 7 percent) will get into the next, seventh, parliament.
To stand for election, the new parties which have yet to secure voters' support will have to gather at least 200,000 signatures (maximum 7,000 in any Russian constituent region).
This will not be required of the parties which muster at least 3 percent of the vote in a federal electorate and the parties which were admitted to mandate distribution in the previous Duma elections.
Having a party representative in at least one Russian regional legislature also counts.
The law does not provide for the formation of electoral blocs.
The list of party candidates in the State Duma election may only consist of regional parts and shall not contain the federal part normally represented by party leaders.
