Pushkov posted this on his Twitter blog earlier this Saturday, adding that this was the reason why the Syria resolution was adopted unanimously.
The UN Security Council adopted the resolution on scrapping the Syrian chemical weapons late on Friday night.
Russian Foreign Minister Sergei Lavrov also said that the resolution on Syria envisages no use of force. Lavrov said in an interview with the Russian TV Channel One that the re solution on Syrian war chemicals rules out the use of force or any application of Chapter 7 of the UN Charter.
The Security Council reaction in keeping with Chapter 7 in the future is conditional on the adoption of another resolution, provided there is clear and convincing evidence, Lavrov said in a comment on the UN Security Council resolution.
Resolution 1973, which the UN Security Council adopted in March 2011, provided for the imposition of a no-fly zone over Libya, but the West used it to launch massive airstrikes on the North African country, causing the overthrow of the Muammar Gaddafi regime, as well as numerous deaths.
